Mayors Wont Release SNCF high speed rail study

This is an older story from September, 2010 by Karine Gagnon at Journal de Quebec. It states the Mayors along the Windsor-Quebec City corridor are not releasing the completed study about the high-speed train Quebec-Ontario corridor completed by the National Society of Railway France (SNCF). Where Are We Going in 2010 With High Speed Rail in Canada?

This summer has been busy for Canadian business, winning contracts and investing in operating high speed rail lines. The only problem is that it is not happening in Canada. Bombardier Incorporated, in a joint venture, has won a contract for 40 high-speed train sets from China's Ministry of Railways, worth about $761 million. Two Canadian pension funds have joined forces to bid for Britain's only high-speed rail line, three people familiar with the matter said. Borealis, the infrastructure investment arm of Ontario Municipal Employees Retirement System, is working with Ontario Teachers' Pension Plan (OTPP) on a joint offer for High Speed 1, which has a 30-year concession to run a 110 kilometre (70 mile) railway linking London and the Channel Tunnel. Ontario-Quebec High Speed Rail Study Delayed April 13,2010...High Speed Rail Canada has discovered that The Governments of Québec, Ontario and Canada feasibility study for high–speed rail (HSR) in the Québec City–Windsor corridor completion has been delayed. High Speed Rail Canada, http://highspeedrail.ca is a citizen's national advocacy group dedicated to the education on, and the implementation of, high speed trains in Canada. The high speed rail feasibility study is being done to update the previous 1995 study on the Ontario-Quebec corridor. EcoTrain Consortium composed of the firms Dessau, MMM Group (formerly Marshall Macklin Monaghan Limited), KPMG, Wilbur Smith & Associates and Deutsche Bahn International (DB International) were awarded the $3 million contract in February 2009. The HSR Study Paralysis Phenomenon!

As we patiently wait for two more HSR studies to come out relating to the Ontario-Quebec corridor (the SNCF-Quebec Study and the Federal/Ontario/Quebec study) we have unwittingly fallen into the same paralysis that has prevented high speed rail from becoming reality for the last twenty years. I call the phenomenon "study paralysis". Indeed this phenomenon is not unique to the subject of high speed rail but study paralysis is epidemic in Canada relating to HSR. In Alberta, there are two new positive HSR studies already completed and nothing has happened. In fact the provincial government has gone backwards to 1960s era planning by announcing 5 billion dollars in provincial highway spending in the next few years.
